The Police Reform Steering Working Group (hereinafter - SWG) is established in accordance with Article 2 “The MoU implementation mechanism” of the Memorandum of Understanding (hereinafter MoU) on Police Reform between the Government of the Republic of Tajikistan and the OSCE.

In accordance with Annex 1 to the MoU, the SWG consists of the Steering Group (SG - political level), and of the Permanent Working Group (PWG).

The Steering Group includes:

Deputy Minister of Internal Affairs
Head/Deputy Head of the OSCE Office in Tajikistan;
Representative of Executive Office of the President of Tajikistan;
Counter Terrorism and Police Adviser of the OSCe Office in Tajikistan;
Representative of the European Commission’s Office in Tajikistan;
National Coordinator;
In accordance with the MoU, on the proposal of the Head of the OSCE Office in Tajikistan (OiT) or donor states, the SWG has also included representatives of other international organizations and embassies: the embassies of the USA, Germany, France, Great Britain, Russian Federation and Kazakhstan.

The Permanent Working Group consists of:

Deputy Minister of Internal Affairs;
Heads of key departments of the MIA;
Head of Politico-Military Department of the OSCE OiT;
Counter Terrorism and Police Adviser of the OSCE OiT;
Representatives of key donors;
National Coordinator.

The Minister of Internal Affairs performs the overall management of the SWG, the First Deputy Minister of Internal Affairs, who is personally responsible for implementation of the tasks imposed on the group, directly manages and oversees the activities of the SWG.

The first organizational meeting of the SWG was conducted on 26 September 2011, where the Provision of the Police Reform Steering Working Group (PRSWG) was approved.

In accordance with the Provision, the main objective of the SWG is to draft the Police Reform Strategy and Police Reform and Development Program, as well as to prepare suggestions and analytical materials for them.

Moreover, the SWG must coordinate the drafts of the Strategy and the "Program" with the ministries and agencies of the Republic of Tajikistan and to develop a legal regulatory act to follow internal procedures for their approval.

The SWG members are also involved in the preparation of analytical materials and proposals for other projects related to police reform and development issues in order to review them on the meetings by the SWG and PWG. They are also in charge of preparing the suggestions to create Working Sub-Groups (WSG) for effective activity of the PWG and for effective implementation of separate projects under the Police Reform and Development Program.

The competence of the SWG also includes the following: preparation of proposals for creation of WSG; as well as the recruitment of relevant personnel and focal points for each project that will meet all the requirements of the "Program" at whole; requesting the necessary materials and documents from the MIA departments and its independent divisions; and when needed – from other ministries and agencies; involvement of experts and specialists from other ministries and agencies, international organizations, citizens of the Republic of Tajikistan into their activities; control and monitoring the implementation progress of the Strategy and the "Program" as well as other projects on police reform and development.

The SWG must assess the progress of projects and programs implemented according to the MoU every six months after the approval of the "Program". It must consider the issues on increasing its efficiency, as well as make sure that all the procured materials or designed for "Program" execution to be used for the "Program" only. For this purpose the SWG must ensure the cooperation with the OSCE Office in Tajikistan on oversight issues over the contributions from all relevant stakeholders, in order to avoid duplication and to achieve the objectives of police reform and development.

During the Program implementation, the SWG prepares the drafts of reports and analytical materials on the progress of the Strategy and “Program” implementation and submits them to the Minister of Internal Affairs and the Head of the OSCE OiT for approval. Upon completion of the whole Program implementation, the SWG members must prepare a final narrative report on the "Program" and detailed inventory list, including the condition of materials purchased by the OSCE for the "Program," as well as the items that belong to the Government of Tajikistan.

One of the SWG objectives is to draft the Law of the Republic of Tajikistan "On Police".

To perform its functions the SWG is entitled to:

Participate in the drafting of “Program”, work plans of the SWG and PWG and to supervise their implementation;
engage experts to prepare suggestions on certain issues related to the SWG activities;
make proposals requiring the decisions made by the Minister of Internal Affairs, by the heads of other ministries and agencies concerning the issues within the area of their competency;
coordinate the activity of the departments, units and other divisions of internal affairs on the issues concerning the “Program” implementation, as well as other projects on police reform and development;
request (listen to) the information from the heads of departments, units and other divisions of internal affairs needed for the SWG activities within the area of its competency, based on the order of the Minister of Internal Affairs;
according to the SWG established procedures, make proposals for the review of the SWG and the OSCE OiT regarding the allocation of funds and material resources that aimed on the implementation of the “Program;”
make decisions on performing of the “Program” objectives within the area of their authority;
organize and conduct meetings, workshops, round tables and conferences on the “Program” implementation issues based on the SWG action plan;
take participation in the police reform and development projects;

According to the Provision of the SWG, the Terms of References of the Police Reform National Coordinator is as follows:

Coordinates activity of departments, units and other divisions of internal affairs concerning the issues of the “Program” implementation, as well as certain projects on police reform and development;
Summarizes the received feedbacks on the drafts of Strategy and “Program”, as well as on other drafts associated with the police reform and development issues;
Based on the order of the Minister of Internal Affairs, requests an information that relevant to the SWG activities;
Prepares monthly intermediate reports on the SWG activities and the progress of the “Program” implementation, as well as analytical materials about the execution of the Strategy and Program;
After the completion of the “Program,” drafts a final narrative report on the “Program,” including the detailed inventory list with condition of assets, purchased by the OSCE for the “Program,” and of items that belong to the Government of Tajikistan;
Prepares the SWG work plan based on the suggestion of its members and gets the approval by the SWG Chairperson;
Informs the SWG members regarding the forthcoming meetings;
Prepares invitations for experts and other specialists for the regular SWG meetings;
Ensures preparation of necessary materials for the SWG and PWG meetings;
Ensures the paperwork and storage of the SWG documentation;
Performs other tasks affiliated with the Strategy and “Program” implementation.
