PUBLIC COUNCIL FOR ASSISTANCE OF CIVIL SOCIETY IN POLICE REFORM UNDER THE DEPARTMENT OF THE MINISTRY OF INTERNAL AFFAIRS OF THE REPUBLIC OF TAJIKISTAN IN THE KHATLON REGION ON THE KULOB GROUP OF DISTRICTS
Public Council Co-operation with the OSCE
- Participation of members of the Public Council in trainings conducted by the OSCE on police reform issues, financial support for these events;
- Equipping the offices of the Public Council with the Internet, communications, office equipment, a printer, stationery;
- Providing members of the Public Council with the necessary information and propaganda materials;
- Organization and financing of working trips of members of the Public Council to various regions of the country and abroad on issues related to the implementation of police reform.

Goals of the Public Council
- assistance to civil society on police reform, development of civil position in society to assist the internal affairs bodies in solving crimes and offenses;
- ensuring direct and indirect participation of citizens in the process of police reform, the creation of various mechanisms that support open and public discussion throughout the entire period of police reform;
- Reporting to the Government of the Republic of Tajikistan of the expectations and proposals of citizens on this topic, taking public opinion into account when implementing state policy in the area of police and public interaction;
- the organization of control, taking into account the public request for police reform, the development and further improvement of relations between internal affairs agencies and civil society institutions and the population, the democratization of public relations in the field of law enforcement;
- development of mechanisms and ensuring the participation of civil society both in the setting of tasks for the police and in assessing their implementation, creating a transparent police force for citizens.
Tasks of the Public Council
- attracting citizens and public organizations to participate in the implementation of state policy in the field of crime prevention;
- development of an active civil position in society to assist the internal affairs bodies in solving crimes and offenses;
- increasing public confidence in the law enforcement system of the state, rapprochement of the police with the population, increasing the role of public organizations and the media in further strengthening the rule of law;
- ensuring direct and indirect participation of citizens in the discussion of the reform, the creation of various mechanisms that support open and public discussion throughout the entire period of police reform;
- participation in the development of the Concept of interaction between the police and civil society;
- providing advisory, methodological and other support to the activities of internal affairs bodies;
- attracting media representatives in the interests of comprehensive and objective informing of the population about pressing issues of the activities of internal affairs bodies;
- development of proposals aimed at resolving issues of ensuring public order and the implementation of joint activities;
- preparation of conclusions and forecast estimates, as well as proposals for improving the activities of the police made by public organizations;
- ensuring the participation and activities of two representatives of the Public Council with a higher legal education and appointed by the members of the Public Council in the work of the Special Commission under the Chief Inspector of the Ministry of the Interior. The Public Council must respond to violations of the rights of citizens, organizations and other public associations that have been subjected to unlawful prosecution, investigate them and make appropriate recommendations.
- participation in the procedure determined by the Minister of the Interior in taking entrance examinations for candidates for cadets and students of educational institutions of the system of the Ministry of the Interior, as well as in intersessional exams;
- participation in the work of certification commissions of the Ministry and internal affairs departments, the order of which is determined by the Minister of the Interior in order to ensure an objective and comprehensive assessment of the persons hired by the police;
- development of programs, concepts and proposals aimed at ensuring the rule of law, protecting human rights and freedoms, strengthening legal and democratic statehood in Tajikistan
Rights of members of the Public Council
- freely express their opinion on any issue of the activities of the Public Council and working groups, take part in the debate of meetings of the Public Council, make suggestions and wishes on the agenda of the meeting regarding the issues discussed;
- propose candidates and express their opinion on the candidatures of persons elected, appointed or approved by the Public Council;
- take part in the preparation of materials for meetings of the Public Council, as well as draft decisions, in the implementation of decisions of the Public Council;
- put forward his candidacy for the post of chairman or deputy chairman of the Public Council and submit his work program for the next three years;
- get acquainted with the minutes and other materials of the meeting of working groups, as well as other documents of the Public Council;
- in case of disagreement with the decision of the Public Council or the working group of the Public Council, express in writing their opinion, which is recorded in the minutes of the meeting of the Public Council or working group, which is attached to the decision in respect of which this opinion was expressed.
- in the manner established by the Minister of the Interior, visit the relevant buildings by the internal affairs bodies, places of temporary detention of suspected and accused of committing a crime, detained persons subjected to administrative arrest.
- on the basis of citizens' appeals to get acquainted with the results of the consideration of applications for violation of their rights, freedoms and legitimate interests by employees of internal affairs bodies.
- by agreement with the chairman of the Public Council, to petition the Minister of Internal Affairs of the Republic of Tajikistan or the officials designated by him to conduct inspections of violations of the rights, freedoms and legitimate interests of citizens by internal affairs bodies.
- in accordance with the Law of the Republic of Tajikistan “On Appeals of Citizens” and in agreement with the chairman of the Public Council, contact any state and public body with questions, statements and proposals and receive an answer on the merits of the issue.
- exercise their powers free of charge and without interruption from their core business.
- to be exempted from performing their basic duties at the time of the meetings of the Public Council, business trips and trips through the Public Council with full preservation of wages at the place of main work.
