OSCE Programme Office in Dushanbe completed its professional development courses for Public Councils* on preventing and countering violent extremism and radicalisation leading to terrorism (P/CVERLT) at grassroots level

The three-day capacity-building course on addressing and preventing violent extremism took place throughout 2 – 4 May in Guliston town, and served as the final phase of equipping Public Councils members with relevant knowledge and skills to address and integrate P/CVERLT aspects into community policing efforts.

The course brought together 20 members (nine men and 11 women) of regional Public Councils on police reform, and aimed at consolidating the theory that PC members learned during the basic courses during February – March. In particular, the advanced course supported the trainees to extensively review and develop communication strategies in the context of P/CVERLT, learn about national legal framework and practice, promote gender mainstreaming, as well as to mobilise youth in the efforts to tackle VERLT-related dangers.

“This advanced course will enable me to devise concrete projects on P/CVERLT by identifying and managing respective risks, integrating gender mainstreaming, as well as by engaging young people into different initiatives,” said Mr. Navruz Odinaev, a member of the Public Council operating at the MIA Headquarters.

“I was able to get a comprehensive understanding of the subject matter in the course of these three days,” said Ms. Farosatmoh Gayurova, a member to the Khorog Public Council on police reform. According to Ms. Gayurova, she plans to apply her knowledge in preventing violent extremism and terrorist radicalisation among young people and women.

During this activity, the PC members developed various initiatives target at addressing and eradicating the root causes of VERLT at grassroots level. The initiatives are subject for integration into annual action plans of Public Councils, and practical implementation upon consent by the senior management of the Ministry of Interior.
