Cybercrime Regional Training for the Central Asian Law Enforcement Agencies

A regional training on cybercrime for the law enforcement officials of Central Asia was held from 10 to 14 November 2014 in Bishkek, Kyrgyzstan. The training was organized by the Organization for Security and Cooperation in Europe (OSCE) Transnational Threats Department (TNTD/SPMU) with involvement of the Dublin University College as part of the activities of the Educational group on Europol cybercrime training.
In accordance with the Permanent Council Decision #1049, the OSCE “promotes capacity building, exchange of information and best practices on the cybercrime investigation on the regional and national levels “...” based on the respect for human rights, fundamental freedoms and the rule of law" and "assists the participating States in achieving such level of technical expertise that is required for connection to the network on cybercrime G8 24/7”.
Annual Police Experts Meetings, conducted in 2008 and 2012 for all participating States were devoted to the issues of "combating the threats of cybercrime."The participants, composed from the law enforcement representatives of the Central Asian countries, have admitted the need for establishment and staffing of special Cybercrime units with competent and reliable experts. The OSCE field missions in the Central Asia have already held several events on Cybercrime at the national level. The international conference on combatting cybercrime was organized in Dushanbe in June 2013. In the course of this conference and other meetings the training needs for law enforcement officers were identified.
The law enforcement officials from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan took part in the training in Bishkek. The training was designed to enhance the capacity of operational services staff and investigators involved in the cybercrime investigation and cybercrime forensic experts, and to support them in establishing networking at the regional level for cooperation at the international level if relevant requests are received.
During the training, the participants have studied topics such as "Working with images and folding», «Sleuth kit and analysis of the filing system", "Network analysis tools", etc.
At the training Tajikistan was represented by the staff of the Counter-Cybercrime Unit of the Department on Combatting Organized Crime of the MIA RT and of the relevant unit from the State Committee on National Security Committee of the RT. The participants will share their gained knowledge and skills with the colleagues once they are back upon completion of the training.
