The Police Reform Strategy of Tajikistan is approved

On 18 March 2013, after completion of all necessary internal procedures, the Police Reform Strategy of Tajikistan for the period of 2013-2020 was approved by the Decree of the President of theRepublicofTajikistan.

The President has ordered the Ministry of Internal Affairs of the RT in the same Decree to establish a working group, which will involve representatives of relevant ministries, agencies, scientific institutions and civil society to develop the draft of the “Police Development Program for 2013-2020.”

We will remind that the original draft of the Police Reform Strategy of Tajikistan was developed by international experts and presented on 26 September 2011 on the broad Police Reform Steering Group meeting.

After the Strategy was revised by national experts, its draft has become the subject of discussions during the Police Reform Steering Group meeting with the participation of both national and international experts.

In August of 2012, the draft of the Strategy was posted on the MIA website (www.vkd.tj) both in Russian and Tajik languages for public discussion.

In November 2012, an enhanced meeting of the operational level of the Police Reform Steering Group took place, where the civil society representatives participated. After the Strategy was discussed clause-by-clause, the final version of the Strategy was approved and sent to the ministries and agencies to go through internal procedures.

In January 2013, the Draft Strategy was submitted to the Government of theRepublicofTajikistanand was signed on 18 March 2013, as it was mentioned above.

According to Ulf Billving, Counter Terrorism and Police Issues Advisor in the OSCE Office in Tajikistan, “signing of the Decree is an extremely crucial step. Now we can begin phase II in the Reform process. Based on the Strategy we will support the Ministry to create an Action Plan, which will serve as a basis for implementation of further interrelated projects.”
