OSCE Guidebook on Intelligence-Led Policing (ILP) was presented on 28 November 2017 in Astana city. The event was organized by the OSCE Programme Office in Astana and the Academy of Law Enforcement Agencies under the Prosecutor General’s Office, in co-operation with the Strategic Police Matters Unit of the OSCE’s Transnational Threats Department.
Ambassador of the Republic of Austria in Republic of Kazakhstan, Deputy Head of the OSCE Programme Office in Astana, Head of Strategic Police Matters Unit of the OSCE's Transnational Threats Department, experts from Europe, Russian Federation and Central Asian countries participated in the event. High-level officials from the Academy of Tajikistan’s Interior Ministry represented Tajikistan in this event.
This guidebook presents intelligence-led policing (ILP) as a modern and proactive law enforcement model, and a realistic alternative to traditionally reactive forms of policing for OSCE participating States. ILP, which has already been adopted in a number of countries in recent years with promising results, combines intelligence gathering, evaluation and analysis with informed decision-making procedures and mechanisms, thus providing more efficient and effective management of national law enforcement.
