Meeting with the Working Sub-Group in Kulyab

A regular meeting of the Working Sub-Group on Civil Society Assistance to Police Reform was held on 6 May 2014 in the OSCE Field Office in Kulyab.
Various civil society representatives: lawyers, NGO representatives, human rights defenders, as well as staff of the local internal affairs bodies and other law enforcement agencies have participated in the meeting.
Discussion of the Draft Provision of the Public Council on Civil Society Assistance to Police Reform (hereinafter – the Provision), making suggestions and amendments to the Provision, as well as discussion of the police reform progress at whole were included into the agenda of the meeting.
The OSCE OiT Police Reform National Team members: National Liaison Officer on Police Reform Khaydar Mahmadiev, National Police Reform Project Officer Firdavs Odinaev and Assistant on Police Reform Abdumannon Saitov participated in the meeting. The OSCE Field Office in Kulyab was represented by the Field Assistant Ms. Bibikhon Kandieva and by the Administrative Assistant Mavjuda Gaffurova.
Mr. Mahmadiev has informed the participants on the police reform progress, namely he mentioned that two documents: the Police Reform Program and Action Plan for its implementation were approved by the Government of the Republic of Tajikistan on 3 May 2014, No 296. He asked participants of the meeting to share their feedback to include them into the draft Provision, which will be considered during the regular meeting of the Police Reform Steering Group at the political level on 16 May 2014.
Participants of the meeting have actively discussed the draft Provision and made some significant remarks and recommendations, which were immediately introduced into the document.
At the end of the meeting it was decided that the members of the Sub-Group will send their final comments and suggestions before 12 May 2014.
The meeting was held in a warm and friendly atmosphere.
