On 11 June 2013 the Police Reform Team of the OSCE Office in Tajikistan visited Khorog city – administrative center of Mountainous Badakhshan Autonomous Region (MBAR).
The purpose of the duty trip was to meet with the Civil Society Advisory Sub Working Group, which was established in March of the current year and to present the police reform program. The trip to Khorog was initiated jointly with the Head of Office and Human Dimension Department of the OSCE Office in Tajikistan.
During the meeting with the members of the Sub-Working Group, the Acting Head of Office briefed the participants on police reform that is underway in Kyrgyzstan and on community policing efforts, implemented by the Ministry of Internal Affairs of the Republic of Kyrgyzstan.
Firdavs Odinaev, National Project Officer on Police Reform of the OSCE Office in Tajikistan made a detailed presentation about the activities of the National Team, created within the OSCE Office on Police Reform. It should be noted that the majority of the population in the Mountainous Badakhshan has limited information on the activities of the OSCE related to police issues and in this regard, a presentation prepared by the National Team enabled the awareness raising of members of the Sub-Working Group on Police Reform in Tajikistan.
The Office staff during the meeting stated that the Office will further facilitate the trust building between the police and the community in Tajikistan. Such bilateral cooperation promotes a sense of security and safety of the community, and increases the level of interaction between the police and community in the field. At the same time, the OSCE representatives reminded the civil society organizations on their roles in development of the community policing concept, public safety and crime reduction, which will be drafted and further discussed during the Republican Roundtable "Civil Society Advisory Group assistance to police reform."
During the business trip, the OSCE Office delegation also visited the Department of Internal Affairs in Khorog, where the community policing issues were also raised.
