The Role of Managers from the Law Enforcement Agencies in the Police Reform process

The training “Role of Law Enforcement Managers in the process of Police Reform” for senior and mid-level management staff of the MIA of Tajikistan was conducted in the premises of the OSCE Office in Tajikistan (OiT) from 15 to 19 April.
The training was organized within the framework of the Memorandum of Understanding on Police Reform between the Government of the Republic of Tajikistan and the OSCE, in accordance to which the OSCE OiT is committed to assist the MIA of Tajikistan in development of strategic planning for management and capacity building of the Government’s strategy on Police Reform and Development. The OSCE Office in Tajikistan and the Ministry of Internal Affairs of the Republic of Tajikistan organized the training. It was conducted by the expert of the German Global Crisis and Rule of Law Development Association Mr. Horst Tiemann, who had held similar seminars for the Ministries of Internal Affairs of Russia, Georgia, Kosovo, Albania and other countries.
The training participants, consisting of senior and mid-level managers of the MIA Executive Office, as well as Heads of regional MIA departments, have considered the following issues: “Personnel Management System based on Partnership,” “Theory and Culture of Communication,” “Leadership and Thinking Principles,” “Challenges in the activities of Law Enforcement Agencies and Principles of Democratic Policing: how to cultivate a balance” and etc.
The Heads of the MIA departments were introduced to principles of planning, organization of modern training processes for personnel, models of strategic behavior for managers in crisis situations and etc.
The certificates were awarded to participants upon completion of the training and according to Mr. Tokhir Normatov, Head of International Cooperation Directorate of the Ministry of Internal Affairs of the Republic of Tajikistan, who was also present in the closing ceremony, “it (certificates) will serve as a business card in making a decision about appointing the participants of the workshop in the police system of Tajikistan.”
The Head of Political-Military Department of the OSCE OiT Mr. Alastair Livingston has marked during his speech that “the OSCE OiT, being a partner of the Government of the Republic of Tajikistan in Police Reforming, attaches an importance to preparation and improving the professional skills of internal affairs staff, and therefore, has satisfied the request of the Ministry of Internal Affairs of the Republic of Tajikistan to conduct a workshop: “Role of Law Enforcement Managers in the Police Reform process”.”
In accordance with earlier agreed Action Plans for 2013, the OSCE OiT is planning to organize one more training for special subdivisions of law enforcement agencies, aimed at the project implementation on counter terrorism “Tactical preparation for management staff of the special subdivisions of the MIA of the Republic of Tajikistan.”
