Meeting of the Working Sub-Group “Civil Society assistance in Police Reform” in Khorog

On 5 March 2013 the OSCE Police Reform National Team members have conducted a meeting with Civil Society representatives of Mountainous Badakhshan Autonomous Region (MBAR) in Khorog.
The main goal of the meeting was to establish a Regional Working Sub-Group “Civil Society Assistance to Police Reform.”
Such Sub-Groups have been already established in Dushanbe, Khujand, Kurgan-Tyube and in Shaartuz. The Provision of the Sub-Group was approved on 13 July 2012 within the framework of the Memorandum of Understanding on Police Reform, concluded between the Government of Tajikistan and the OSCE. The Sub-Group was created in order to organize an effective work of the Police Reform Steering Group in cooperation with community and an efficient implementation of certain projects within the Police Reform and Development Program of Tajikistan. Its main objective is to engage the civil society in drafting of key legal regulatory acts, developing of Community Policing (public-administrative partnership), implementation of publicity, openness and transparency principles by internal affairs agencies while protecting human rights, as well as human and citizen fundamental freedoms of Tajikistan.
During the meeting, the representatives of Regional Public Associations have proposed several suggestions to improve police activities, such as: monitoring of police activities in the fields to identify and prevent violations of law by police staff; improve the capacity of the forensics in the regional law enforcement agencies; improve Community Policing for the purpose of ensuring constitutional rights and freedoms of citizens, public safety, as well as openness, transparency, and providing informational access by police; develop the constructive dialogue with the society.
