The Conduction of Regular Police Reform Steering Group Meeting

The regular Police Reform Steering Group meeting was conducted on 18 February 2013.
The Heads of Directorates and Departments of Internal Affairs of the Ministry of Internal Affairs, and representatives from the OSCE Office in Tajikistan took part in the meeting.
Major General N.Oripov, First Deputy Minister of Internal Affairs, Chairperson of the Police Reform Steering Group chaired the meeting, who noted at his introduction speech that police reform progress is under the MIA management’s permanent control. “The Ministry of Internal Affairs is taking real measures to fulfill the assignments, given by the head of state regarding police reform implementation,” stated Mr. Oripov, by bringing as example the action plan of the Group for the first quarter of 2013. It is necessary to approve the Police Reform Strategy of Tajikistan for the period of 2013-2020 during the first six months of current year, to develop its Implementation Program by 1 June 2013, to revise the Code of Professional Ethics of Internal Affairs Staff of Tajikistan, taking into consideration the “European Code of Police Ethics” and Codes of Police Ethics from different countries, to conduct trainings with the MIA personnel and other activities.
The National Coordinator on Police Reform program, the Deputy Head of the MIA International Relations Directorate, Colonel Z. Solieva has marked during her speech that the draft of the Plan was agreed with the OSCE Office and meets the Strategy requirements in general.
Mr. B. Saidov, the Head of the MIA Legal Department stated during his speech related to the draft of the Police Reform Program that in accordance with the President’s Order of the Republic of Tajikistan, H. E. Emomali Rakhmon a working group, consisting of leading specialists of ministries and agencies, has been already established. It has to finalize the Law “On Police” of the Republic of Tajikistan and send it to the Government for approval by the end of this year. As a result of the meeting, the relevant documents, aimed at implementation of the MoU between the OSCE Office in Tajikistan and the Government of Tajikistan on police reform issues in Tajikistan, were adopted.
