Law on Police
In accordance with the Police Reform Strategy for 2013 - 2020, which is approved by the Decree of the President of the Republic of Tajikistan on 19 March 2013, No.1438, the Police Reform process shall be transparent and public.
It assumes creation of various mechanisms that support open and public discussions during the entire police reform period. The discussion and decision-making format shall enable the citizens to take direct and indirect participation in the discussion of the reform progress at its different stages, to have an opportunity to convey their requests (expectations) and suggestions on this issue to the Government of the Republic of Tajikistan, and to have a possibility to monitor the records of public requests to the Police Reform.
The Reform anticipates the stipulated phasing, indicating the timelines and expected outcomes. The first stage includes drafting the Law of the Republic of Tajikistan “On Police,” the adoption of which within a short time will entail changes in the police name, in the definition of the police main duties and tasks and in the personnel policy.
In this regard, the Working Group of the Ministry of Internal Affairs of the Republic of Tajikistan has elaborated a Draft Law of the Republic of Tajikistan “On Police,” which is posted on the MIA website on 20 May 2014.
Taking into account the Strategy requirements about openness and publicity of the police reforming process, the OSCE Office in Tajikistan has prepared an unofficial translation of the draft Law “On Police” into Russian, which will be placed along with the Tajik version on the “police-reform.tj” website.
We ask all Civil Society representatives in Tajikistan, professionals and experts, human rights defenders to be actively involved in the process of the Draft Law preparation and discussion, which further will determine the entire course of Police Reform in Tajikistan.
