Training: «Leadership and Police Reform Management»

The OSCE Office in Tajikistan (OiT), at the request of the Ministry of Internal Affairs (MIA) of the Republic of Tajikistan (RT), organizes five-day training on Leadership and Police Reform Management from 13 to 17 October 2014.

Conducting of such kind of training is envisaged in the annual Work Plan of the Counter Terrorism and Police Unit of the OSCE OiT and in the framework of the Police Reform in Tajikistan.

The participants of the event are 15 MIA senior managers and the trainers are Mr. Algirdas Stončaytis and Mr. Alvydas Šakočius - two experienced staff of the Police Department under the Ministry of the Interior of the Republic of Lithuania, who serve as the Deputy Police Commissioner General and the Chief Adviser.

The first day was conducted by the OSCE Expert Slawomir Cybulski, who had contributed previously in the finalization of the Draft Law "On Police". He told the training participants about the Polish police, about their experience while reforming the police of Poland, about the recruitment procedure in the police, about the internal and external control in the police and about the professional training for police personnel, i.e. about the modular training programs.

It is expected that during the whole training, all those present will consider topics such as: Police Reform Management, the police reform mission and strategy, DIA Reform Resources, police reform procedure, changes and methods of its management, purpose and objectives of the police in modern society, the organization standards and police performance, police organizational structure (architecture), police human resources management, Leadership, as a form and as a way for development management, Risk management: the police and policy, risk management, corruption, abuse and dependence, Legal support for the police work, Financial support for Police, Technical support for Police and will consider additional questions raised by the participants.

Awarding of certificates and closing ceremony will be held on 17 October 2014.
