Training for the senior and mid-level management staff of the MIA of Tajikistan

There will be training for the senior and mid-level management staff of the Ministry of Internal Affairs of the Republic of Tajikistan from 15 to 19 April in the premises of the OSCE Office in Tajikistan.

The training is organized in the framework of the Memorandum of Understanding between the Government of the Republic of Tajikistan and the Organization for Security and Cooperation in Europe on Police Reform, according to which the OSCE is committed to provide an assistance to the Ministry of Internal Affairs of the Republic of Tajikistan in developing the strategic planning on management and enhancing the potential of the Government’s strategy for Police development and reforming.

The training organizers are the OSCE Office in Tajikistan and the Ministry of Internal Affairs of the Republic of Tajikistan. The training will be conducted by Mr. Horst Tiemann, expert of the German Global Crisis and Rule of Law Development Association, who had already conducted “Police Reform Assessment of Tajikistan” for the managerial staff of the Executive Office of the MIA from 9 to 20 November 2009. Namely this seminar, initial Joint Needs Assessment “Assistance to the Ministry of Internal Affairs in Reforming and Developing of Police System in Tajikistan, as well as Strengthening Fights against Human Trafficking,” conducted by the OSCE Evaluation Team from 18 February to 1 March 2008, did serve as a starting point of the Police Reform process in Tajikistan.  

The key elements of the training will be an increase of the role of managers of internal affairs agencies in implementing of Police Reform of Tajikistan, their preparation in the spirit of democratic principles and introduction of staff with key skills of police activities.

The OSCE Office in Tajikistan, being a partner of the Government of the Republic of Tajikistan in Police Reforming of Tajikistan, draws an extremely important attention to the preparation and professional development of internal affairs staff of Tajikistan by organizing different seminars and trainings, as well as training courses.

This is already the fourth training, held by the OSCE on managing and enhancing the potential of the Police Reform Strategy of Tajikistan.
