Meeting of the Police Reform Steering Working Group with the Expert from Croatia

On 29 March 2013, the OSCE OiT together with the Ministry of Internal Affairs conducted a Police Reform Steering Working Group (Operational level) meeting with participation of the Senior Staff members of the Police Academy and the MIA.

The Working Group meeting was dedicated to the hearing of the preliminary Needs Assessment Report made by the Deputy Head of Police Academy of the Croatian Republic, Ms. Danijela Petkovic. The MIA and Police Academy were represented by the Head of International Cooperation Directorate Major General Normatov T., Head of the MIA Academy Major General Rozikzoda A., Head of the MIA Central Apparatus Major General Umarov I., Head of Legal Unit Colonel Saidov B., Deputy Head of International Cooperation Directorate and Police Reform National Coordinator Colonel Solieva Z., and Deputy Head of the State Traffic Police Directorate Colonel Zayduloev M. The OSCE OiT was represented by Counter Terrorism and Police Adviser – Billving U., Police Reform National Liaison Officer – Mahmadiev Kh. and Police Reform National Project Officer – Odinaev F.

During the meeting, Ms. Petcovic presented the final Needs Assessment Report on the MIA Academy and Training Center of Tajikistan. She focused on the following aspects of the reform process: admission process to the police service, particularly, basic police training as a first level; assessment of the profile and motivation of candidates, admitted to the police service; psychological profile of the applicants; gender balance within the law enforcement agencies by encouraging more female officers throughout public campaigns; and, enhancement of recruiting of minor ethnic group members.

The Croatian expert also stated that the manner of police officers’ selection, the way how we train them and ensure their development are in direct connection to the MIA Human Resources Directorate’s Management. Therefore, close cooperation of the MIA Academy with the Human Resources Management is crucial in the implementation of the Police Reform Program.

During the meeting the Head of International Cooperation Directorate stated that the MIA, in the frame of the Joint Statement signed bilaterally between the MIA of Tajikistan and the MIA of the Croatian Republic, can organize one-two months studies for the Police Academy students, and meanwhile, would organize pedagogical-instructive seminar for the MIA Academy and Training Center’s teachers and instructors to assist them in developing necessary skills and competencies, needed for successful teaching.

When it comes to the MIA Academy, the Croatian Expert has emphasized the necessity of ensuring adequate training facilities and technical prerequisites for revision of the curriculum for all faculties, since majority of hours are allocated to general subjects, such as History, Literature, etc., while more specialized police subjects are needed.

During the meeting the Expert brought up a positive example of the Bologna process in the area of police education, referring to its flexibility. At the end, the Head of Police Academy on behalf of the Ministry expressed his gratitude to Croatian expert for the recommendations and therefore, assured the participants of the meeting that the Police Academy would continue working on the capacity building of the Police Academy’s education system.
