Police Reform Steering Working Group

The Police Reform Steering Working Group (hereinafter - SWG) is established in accordance with Article 2 “The MoU implementation mechanism” of the Memorandum of Understanding (hereinafter MoU) on Police Reform between the Government of the Republic of Tajikistan and the OSCE.

In accordance with Annex 1 to the MoU, the SWG consists of the Steering Group (SG - political level), and of the Permanent Working Group (PWG).

The Minister of Internal Affairs performs the overall management of the SWG, the First Deputy Minister of Internal Affairs, who is personally responsible for implementation of the tasks imposed on the group, directly manages and oversees the activities of the SWG.

The first organizational meeting of the SWG was conducted on 26 September 2011, where the Provision of the Police Reform Steering Working Group (PRSWG) was approved.

In accordance with the Provision, the main objective of the SWG is to draft the Police Reform Strategy and Police Reform and Development Program, as well as to prepare suggestions and analytical materials for them.

Moreover, the SWG must coordinate the drafts of the Strategy and the "Program" with the ministries and agencies of the Republic of Tajikistan and to develop a legal regulatory act to follow internal procedures for their approval.

The SWG members are also involved in the preparation of analytical materials and proposals for other projects related to police reform and development issues in order to review them on the meetings by the SWG and PWG. They are also in charge of preparing the suggestions to create Working Sub-Groups (WSG) for effective activity of the PWG and for effective implementation of separate projects under the Police Reform and Development Program.

The competence of the SWG also includes the following: preparation of proposals for creation of WSG; as well as the recruitment of relevant personnel and focal points for each project that will meet all the requirements of the "Program" at whole; requesting the necessary materials and documents from the MIA departments and its independent divisions; and when needed – from other ministries and agencies; involvement of experts and specialists from other ministries and agencies, international organizations, citizens of the Republic of Tajikistan into their activities; control and monitoring the implementation progress of the Strategy and the "Program" as well as other projects on police reform and development.

The SWG must assess the progress of projects and programs implemented according to the MoU every six months after the approval of the "Program". It must consider the issues on increasing its efficiency, as well as make sure that all the procured materials or designed for "Program" execution to be used for the "Program" only. For this purpose the SWG must ensure the cooperation with the OSCE Office in Tajikistan on oversight issues over the contributions from all relevant stakeholders, in order to avoid duplication and to achieve the objectives of police reform and development.

During the Program implementation, the SWG prepares the drafts of reports and analytical materials on the progress of the Strategy and “Program” implementation and submits them to the Minister of Internal Affairs and the Head of the OSCE OiT for approval. Upon completion of the whole Program implementation, the SWG members must prepare a final narrative report on the "Program" and detailed inventory list, including the condition of materials purchased by the OSCE for the "Program," as well as the items that belong to the Government of Tajikistan.

One of the SWG objectives is to draft the Law of the Republic of Tajikistan "On Police".
